What documents / certificates of insurance are required to be able to have a booth at a fair cake country?

My girlfriend is wanting to a small foot cake in a country fair / market, but she has never done before and not sure what documents I would need. We know that need a Certificate of Hygiene, but I do not know what else. It would also require some type of insurance? If you could please help, and let me know where he would go to get and documention and what type of insurance is required it would be very grateful. Thank you very much for your reply.
