How I can reduce the pixel size of a photograph?

I wanted to do some seals had a smile, but my picture is high in pixels, how I can reduce the size. I have Adobe Photoshop CS3, + ArcSoft Photo printing, fireworks, can anyone talk through the process, thank you very much

In Photoshop, open the image file. Click the image to the menu bar. Select Image Size from the menu. A new window will open. You should see a section of pixel dimensions. You can change the pixel size here. Play around with different dimensions, you must enter manually. But remember to save a copy before doing anything.
