is it considered a power factor improvement to fix a capacitor at the electrical appliances in dwelling units?

and is fixing the capacitor between line and neutral at the load side (A/C , washing m/c ..etc) considered legal from electricity distribution company view point?..as i think customer has the right to install any electrical component at his load side.
(note that some electricians already fixed some capacitors at some customers :) )) and the electricity bill already reduced by more than 40%)!!!!!!!!!!
do you think that fixing capacitor in this case dos not affect the theory on which energy meter uses to measure kwh …as we know energy meter is basically one phase motor which its stator consists of two coils and the rotor is the rotating disc ??

a request to the power company to measure the power factor of the load presented to the meter can sometimes change the bill. I believe that it may be a law for them to put monitoring devices for measured times to determine the actual power factor. They then change the power factor setting on the meter. People who use lots of power for ceramming kilns (pf =1) sometimes can make out very well, If they move into a building set for manufacturing (lots of motors), they loose when the meters are reset.
