Where is the best place to drill the oil plug hole?

I have a D16Y7 turbo and I was wondering where to drill the hole the stopper of the pot, I've seen some people with the hole drilled in the front, but I heard that you did not put it below the oil level, and yet I saw some oil dropped containers with the correct amount of oil and oil all up to the top of the pan. Also, is it necessary to drill another hole for oil return? or just drop back into the valve cover and let it drip on the bottom?
