Does anyone know where I can buy or how to make pens of 28 mm plastic soldiers?

Trying to create a game Army War Rome – Legion V "larks", who had vertical feathers in the helmet – would love to add this detail to my models! Help!

When I left my "modern military figure" 1 / 35 scale of the norm … I made pens with several different techniques: 1) I cut paper or plastic sheets very thin. After division (or sand in the middle) the thin plastic rod for the "pen." 2) I used HO or N scale model railroad palm leaves! I realize this would be too big for 28mm figures. GOOD LUCK!
