When a car is paid, and the owner has a title clear how this change of title recorded?

Are DMV responsibility, company financing or owner of the vehicle? My boyfriend is sure not sure what exactly it means bureaucracy in each state. What is the process for normal / clear title when a car is paid?

The DMV is not notified when the title is cleared. What that is, financial institution seals the title "lein freedom" and then electronic rightful ownership. When the owner will sell, then the DMV knows on a clear title. If you lost the title, you must pay for its replacement, which, of course, will be mailed to the leinholder. The following is supposed to coincide check that the loan is paid, stamp lein release, and mail back to him. It probably has to make sure you have a current address for them, and ensure and show that it is released, pay a fee, and pay for a duplicate title. So I seriously doubt the state screwed. It's more like the bank does not release
