Fulbright Scholarship?

Hello I am a worker fresh out of college and drive smart. For my next stage in life, I had wanted to study abroad to further my knowledge and world view. Since I am of Japanese origin, who wanted to get a scholarship or fellowship to Japan to study at a college there (since I left the country I was little and I have not seen much of it). I looked Fulbright Scholarship and was all excited to apply, until I discovered that was only open to U.S. citizens. I'm just a permanent resident (Green Card holder), so I can not apply. I come down, but I was wondering if anyone out there can tell me or point me to a good study abroad scholarships / fellowships who know or have disappeared in that I can recommend. Any help would be great. So far, I found the Rotary Foundation of Rotary International. Thank you. PS I would like to study in Japan at least Two years at the undergraduate level, eventually getting my second bachelor's degree.

Since you're still a Japanese citizen, why not consult with the Japanese delegation to the UN, the Embassy in Washington or the nearest office of the Japanese trade. They might have information on scholarships in Japan.
