What is the best way to mount the images in a scrapbook paper bag?

I've tried double-sided tape, but so, too I tried a glue stick to the pictures, I do not like it. Any information is appreciated. Serious answers please.

In Scrapbooking Maggie in Clarkston, MI – do a lot of paper bag books for birthday parties – Have you tried the Tombow Mono glue? It is very sticky! Good luck!
