Is a school responsible for an ambulance bill, when a child is hurt by its negligence?

My son was helping a teacher with a draft and somehow got a Heavy Duty stapler left in your hand. He was taken to hospital by ambulance and underwent minor surgery to remove it. Now I have an ambulance bill $ 558 says the school to pay custom. Are they responsible? If I can sue? It is a public school in New York.
