Liner is good practice to run.?

Well, I understand all the spots eyeliner, even after applying concealer before and with some eye shadows. But all the eyeliner that I use when spots a strange color becomes purply bluish green. DX I'm willing to spend no more than $ 50 eyeliner for a good quality that is not in liquid form. Perferably the retractable type. C: Thanks in advance ~
