Fireproof File Cabinets

In Internet Explorer, I can not see the file tabs as favorites, etc?

I mean I guess they have in the columns of the file size, favourties, help, etc. I want to add some websites as one of my favorite, but i cannot find the Favorites tab as I use above. Where I can find. what is wrong.
