I can’t remember a Magic The Gathering card’s name. What was it?

I was talking with a friend, about when I played magic around 7 years ago. I had a U Control, at least I believe it was U, and couldn’t remember a card in it. It was something like.

At the beginning of each players upkeep, if (Card Name) is untapped (or tapped, yet again dont remember that part.) that player may only untap 2 permanents.
