Bottom of garage corner framing rotted. How to restore and connect to concrete flooring?

My garage is post and beam and about 100 years old. It looks good for its age, very solid. But, we removed some of the beveled shingles to check, and sure enough one corner post is rotted. How do I repair this, the wood is good above 15 inches, but my main question is how to I fix the rotted horizontal piece that is bolted into the concrete floor of the garage? I think the bolt is too rusted to reuse. Do I have to pour concrete? I would like to speak with a contractor, but don’t want them going crazy and rip apart more of the building than necessary. I am willing to spend money to do this right. Thanks!

If you can get the bolt loose just replace the 2×4 with one with a hole in it and bolt down(use treated since it is a wet spot).On your corner post(s) you can replace the whole thing or cut out the bad and splice in the new with metal plates.
